Turtles and tortoises are very hard to care for and max out their needs very easily-this applies to the Galapagos Tortoises and African Spurred Tortoises. Still, the ocean expansion acts really funky at times (zookeepers won't go into those exhibits and clean the water-huh?) but I find putting zookeepers in exhibits and not having exit gates helps with that problem. Viewable exhibit means it has to have a portion of fencing that is see through for guests - concrete/solid fencing is not see through.
Regardless of these settings, your zoo will need to be set to OPEN and you will need to have at least one *viewable* exhibit, with one or more animals in it, in order for guests to spawn. Again, you will need to edit all 3 lines in both of the files mentioned above in order for this to work. Change the base spawn probability to "1" to force maximum guest spawning.
This means there will be a minimum delay of 0.01 seconds and a maximum delay of 0.03 seconds between guests spawning. The default values are 1 and 6 for delay times. The values to change for faster guest spawning: I'm running it on an RTX 2080 Ti and Threadripper 3960X. In this respect, your hardware doesn't matter. I've set it as high as 600, but the game will lag (a lot) once you go higher than about 80-120. You have to change both values, in both files. The default is 30, I wouldn't recommend setting it any higher than 80. The values to change for maximum number of guests: Don't change the wording, quotes, or spacing.Ĥ.) All you need is an archive viewer like 7-zip or WinRAR. Zoo Tycoon 2 can be modified in various ways pretty easily. It can still happen, though - it did to me, and I was using neither of those things.

I would strongly recommend periodically going to the save game location on your PC and *copying* the save file for your zoo to a backup location. A lot of people have lost a lot of time they spent designing a zoo due to this problem. This game is great, super fun to play, BUT: it's also notorious for crashing and corrupting the save game.
